Payne County Youth Services provides mental health case management, services coordination and outpatient treatment for children, adolescents and adults. Payne County Youth Services also provides counseling, prevention, diversion, crisis intervention, parent education, victims advocacy, workforce programming, emergency sheltering, and substance abuse treatment services to youth between the ages of 12-18, or in the 6th – 12th grades, and their families in the Payne and Pawnee County area. PCYS is the only agency in the area that provides services with no restriction to services based on the service recipient's inability or refusal to pay for such services.

The Referral Center for Alcohol and Drug Services of Central Oklahoma, Inc. (The Referral Center, or TRC) is the only private, not-for-profit program in central Oklahoma available 24-hours a day, seven days a week to assess (and admit when appropriate) consumers—persons identified as needing substance abuse services without regard of financial ability. Due to the progressive nature of chemical dependency, The Referral Center strives to meet consumers at the moment they reach out for help.
